It’s actually pretty difficult to catch a glimpse of underpants with tight clothing, as you have to be in the perfect position to look, and by that time, the bike has either turned or she’s run you over. Gumby I also think the low bar is to help “ladies behave like ladies”, even with pants, so that they don’t need to, you know, lift their leg and pass it over the bar or seat to sit.
